Wikipedia 解釋了 Referendum 詞源：

'Referendum' is the gerund of the Latin verb refero, and has the meaning 'bringing back' (i.e. bringing the question back to the people). The term 'plebiscite' has a generally similar meaning in modern usage, and comes from the Latin plebiscita, which originally meant a decree of the Concilium Plebis (Plebeian Council), the popular assembly of the Roman Republic. Today, a referendum can also often be referred to as a plebiscite, but in some countries the two terms are used differently to refer to votes with differing types of legal consequences.

Referendum 是拉丁語 refero 的動名詞（gesund）。refero 意思是“交還”，即，把問題交還給人民。另外一個單詞 plebiscite 來自拉丁語 plebiscita，原始意思是來自羅馬平民議會的決定。

'Referendums' and 'referenda' are both commonly used as plurals of 'referendum'. However, the use of 'referenda' is deprecated by the Oxford English Dictionary, which advises that:

'Referendums' is logically preferable as a plural form meaning 'ballots on one issue' (as a Latin gerund, referendum has no plural). The Latin plural gerundive 'referenda', meaning 'things to be referred', necessarily connotes a plurality of issues.

在牛津英語詞典里對 Referendum 的複數形式也提出了建議。Referenda 和 Referendums 都可以最為投票的複數形式，但是這兩個複數形式有些差別，是在拉丁語中，referenda 指的是被提交的事務是複數的“things to be referred”，而拉丁語中作為動名詞的 Referendum 是沒有複數形式的，添加 -s 表示“ballots on one issue”，是選票的複數。

德語里也用 Referendum，genitive 第二格寫成 Referendums，複數形式是 Referenden^de. 和英語對照著看，還是需要小心的，作為複數的 Referendums 在德語里是第二個名詞。

另外，德語中還有 Plebiszit^de ，我們掃一眼就知道，這個詞和 plebiscite^en 同源，都來自 plebiscita^latin. 與國家主權變更相關的全民公投就要用這個單詞了。

德語種還有兩個本土單詞 Volksabstimmung（全民公投） 和 Volksentscheid（全民公決）。

Volksabstimmung 由 Volks（民眾）＋Abstimmung（投票）組中，自然表示全民投票的意思。值得一提的是，我們馬路上常看到的 Volkswagen 大眾汽車，拆開來就是Volks（大眾）＋ Wagen（汽車）。

Volksentscheid 由 Volks ＋ Entscheid（公決） 組成。意思是 Entscheidung von Fragen der Gesetzgebung durch Volksabstimmung.

法語出於發音的需要添加了兩個小小的閉音符 accent aigu^fr ，就搖身一變成了 le référendum^fr 。和英語德語大同小異。plebiscite 也戴上了小帽子成了 le plébiscite。

和德語一樣，法語里也有更接地氣的詞：vote populaire，這個詞組看起來再直白不過了，大眾的投票，全民公投。
