Emacs version 26.1 was released yesterday, but there is no binary download for Windows. Now it is time to compile it manually:

  1. Download and install msys2 from https://sourceforge.net/projects/msys2/files/Base/x86_64
  2. Run c:/msys64/msys2.exe and install necessary packages

    pacman -S --needed base-devel \
    mingw-w64-x86_64-toolchain \
    mingw-w64-x86_64-xpm-nox \
    mingw-w64-x86_64-libtiff \
    mingw-w64-x86_64-giflib \
    mingw-w64-x86_64-libpng \
    mingw-w64-x86_64-libjpeg-turbo \
    mingw-w64-x86_64-librsvg \
    mingw-w64-x86_64-lcms2 \
    mingw-w64-x86_64-libxml2 \
    mingw-w64-x86_64-gnutls \
    mingw-w64-x86_64-zlib
    
  3. configure; make; make install

    ./autogen.sh
    PKG_CONFIG_PATH=/mingw64/lib/pkgconfig ./configure --without-imagemagick
    make
    make install prefix=/c/emacs
    

Now you can run emacs from C:/emacs/bin/runemacs

Quite easy :-)
